Bismarck, NDTimothy Spilman, a 35-year Morton County resident, received the North Dakota Democratic-NPL endorsement for North Dakota House Representative in District 31 at the 2026 Bismarck District Convention.

“I am concerned that the current Presidential Leadership only cares about his image, his personal wealth, and his policies for the federal economy that are devastating our state,” Spilman said. “Our state Republican leaders have supported his philosophies and direction on the state and federal level. Americans are scared, headlines are screaming with outrage, and people are struggling with affordability,” he added.

“I am running because I want to start the change by listening to, assessing needs, and making informed decisions to benefit our state,” Spilman said.

Spilman is a native-born North Dakotan raised in Bismarck and started working at age 14. He attended 12 years of parochial school before attending Bismarck State College (BSC) and obtaining an Associate of Arts in engineering. After BSC, Spilman attended the University of North Dakota and received Bachelor of Science degrees in electrical and civil engineering. He then continued his education obtaining a master’s degree in management from the University of Mary.

Spilman is a leader with 35 years of broad work experience in oil and energy. He has demonstrated expertise in improving results by applying engineering techniques, principles, and sound judgment. He is an innovative problem solver and an outside-the-box thinker with the ability to work with people and make significant contributions.

Spilman has deep roots in the community, having served as chairman of Mandan Economic Development (Growth Fund) for 8 years and as a board member for 20 years. He also served as Chairman of the Institute of Electrical and Electronics Engineers Missouri Slope Section and was a judge for the Western Area Power Administration Regional Science Bowl.


His volunteer work includes Meals on Wheels, the United Way Schools Backpack Program, Boy Scout leader, and extensive church service including as confirmation teacher and accounting board auditor. He has also volunteered with the Mandan library as a landscaper.

Spilman said since the primary functions of the House of Representatives are financial, taxes, and budget, in addition to committee duties and voting, his skills of budgeting and forecasting, capital investment analysis, strategic planning and implementation, and effective communications make him ideally suited to be elected.

Spilman and his wife Kelly live south of Mandan and have a family farm. They have 5 grown children.
